Community Advisory Board Member

Victor Loo (he/him) is a dedicated advocate for equity and justice, serving as a principal
consultant, executive coach, and strategist. His leadership is particularly noted in
tackling health disparities and championing equity, with significant roles including his
work with the Substance Abuse and Mental Health Services Administration - Health
Resources and Services Administration (SAMHSA-HRSA) Center for Integrated Health
Solutions’ Addressing Health Disparities Leadership Program, and the National Council
for Mental Wellbeing's Healthy Youth Leadership Institute. Victor is a distinguished
representative for the United States Department of Health & Human Services’ Region
10 - Alaska, Idaho, Oregon, and Washington, playing a pivotal role on the Achieving
Behavioral Health Equity Steering Committee.
His commitment extends across multiple fronts, including serving on the Washington
State Commit to Change Steering Committee, acting as an Equity Ambassador for the
Nonprofit Association of Washington in Seattle, King County, and contributing to the
Homeless Service Providers Study Advisory Committee alongside Uncommon Bridges, Washington State Department of Commerce, and D-FINE Concepts. Victor also liaises with elected officials from the King County Council, Seattle City Council, and Sound Cities Association on the King County Board of Health, the Washington State Office of Equity’s Community Advisory Board, Friends of Waterfront Community Connections Committee, the Washington State Department of Health’s (DOH) Community Advisory Committee, DOH’s Washington Syndemic Planning Group and its Steering Committee and King County Regional Homeless Authority’s Continuum of Care Board.


With a commitment to serving Asian Americans, Native Hawaiians, and Pacific Islanders (AANHPI), as well as immigrants, refugees, and the homeless or unhoused, Victor is also a vigorous advocate for the 2SLGBTQIA+ community, previously co-chairing the City of Seattle LGBTQ Commission.


As someone who has lived experience with homelessness, I understand the challenges involved in advocating for housing justice for communities facing significant disparities and limited access. My professional and personal experiences equip me to effectively to work collaboratively with the King County Regional Homeless Authority’s Continuum of Care Board.


In addition to his advocacy and leadership roles, Victor explores the intersection of
fashion and social justice as a non-binary/androgynous model. Through his work in
fashion, he aims to blend his commitment to integrated managed care—encompassing primary care, behavioral health, and social determinants of health—with a broader message of inclusion and equity.
