Andrew Tarter

Andrew Tarter is an applied social scientist with more than 20 years of experience working at the intersection of research, public policy, diplomacy, and program development and implementation. He earned his Ph.D. in sociocultural anthropology from the University of Florida and has worked extensively across Africa, Latin America and the Caribbean, and Asia. Most recently, Andrew served as Associate Director for Social Analysis at the Millennium Challenge Corporation (a US Government agency), where he worked to integrate social considerations into major international infrastructure and policy and institutional reform programs, with a focus on ensuring that projects accounted for the needs, opportunities, and impacts experienced by different social groups. Over the course of his career, he has also worked for the World Bank, USAID, and the Pan American Development Foundation, completed a Fulbright, conducted long-term field research in rural Haiti, and taught in the Science, Technology, and International Affairs program at Georgetown University in Washington, D.C. Andrew is excited to apply his experiences to his new portfolio in the Washington State Governor’s Office of Equity.
