Welcome to the Community Engagement Toolkit

What is the CET?

The Community Engagement Toolkit is a set of guidelines designed to support the creation and management of official WA state government workgroups, especially when those workgroups include members of the community as participants. The first version of this toolkit was created in 2024 as part of a legislative mandate. This updated version is the result of significant research, listening, and learning from community and agency staff to make this tool even more effective.

Who is the CET for?

The CET is designed for state government staff as a resource to help them design and execute effective workgroups. Even though government staff are the main audience, the people that this toolkit is designed to benefit are actually the community members themselves. When regular folks share their valuable time and experience participating in government workgroups, it is the job of government to make the experience as supportive, inclusive, and uplifting as possible. This toolkit will help the staff managing those groups to do the best job possible of supporting the community’s participation.

How to use the CET

You can access the toolkit in a couple of different ways:

• Read the information right here on EQUITY’s website by using the navigation buttons at the bottom of the screen to browse backwards and forwards through the document.
• Download the PDF version and the accompanying tools to read at your own pace in English or Spanish.
